Not too bad while I was there. But research first.

I lived at Tuscany Apts for 1.5 years, starting from Sept '07. I was lucky and got an apartment all the way at the end, where my only neighbor was across downstairs. There only two complaint that I have for this apartment are the water and the security. Every once in awhile, you'll get a notice that they are going to shut off the water to fix something. Sometimes, they'll leave a note and the water won't be off. Other times, the water will be off. The complex offers security, but during night time, I would see some of these folks just dozing off in their car. Not that I ever felt unsafe, but it's just unprofessional to see people sleeping on their job.
The management team, however, is very nice. In my opinion, they were very caring of my concerns and very easy to work with. I had a few leaks in the bathroom, but the problems were fixed on the very same day, in no more than an hour or two.
I eventually moved out because, unfortunately, after a year of silence in my own little corner, I got crackheads as downstair neighbor. Not only did the neighbor smoke weed every weekend(I can smell it!), she partied just about every other night. I consider myself a heavy sleeper, but I can hear the music at 2 or 3 am.
Although I wouldn't consider that neighbor to be management's fault, I noticed that the complex was starting to get a little nosier and dirtier. It used to be quiet and clean for the first six months that I was there, but have gotten worse by the time I moved out in March of '09. Not saying the complex is a complete mess, but it wasn't as good as it used to be. I guess they were letting in people who didn't give a damn about the place. I would suggest to anybody interested in this apartment to spend some time and look around the complex and take note of the people and activities that are going on during day and night. If it doesn't bother you, then the place is not that bad.
