Quality is decreasing & no parking enforcement

Like other previous tenants, I moved in here despite of the higher rent (almost $1600 for 1 bd/1ba) because of the quality of the place, ever since they have lowered the rent to fill the apartments, the quality has definitely decreased such as loud noises and partying at 2AM on weekdays and parking in my assigned space became a nightmare.
Each tenants are allowed 2 permits, 1 carport / garage & 1 open parking with decent amount of visitor parking spaces. It used to be a great place because tenants were disciplined and respect the parking rules. Since a few months ago, I've encountered numerous occasions where I would come home late on weekends and other tenant's visitors would just park in my carport (assigned space) without a permit; needless to mention that almost all of the open parking are full, many had cars parked in it without permit, and I couldn't find anywhere to park my car!
I've complained to the leasing office multiple times and their response were "we'll try our best to enforce the situation," when I asked them how they are going to enforce the situation, they basically didn't have an answer. Not that I like to have other people's cars ticketed or towed, but if they don't honor the parking and respect other tenants, I don't see a reason why they shouldn't be fined for such act. I used to live in a highly enforced parking complex, cars parked without permit would be towed within 30 minutes and tenants parking with a permit were fined $95 each time they abuse the guest parking. I didn't understand why at the time but now I know, because tenants and their friends would just abuse the use of guest parking if the rules wasn't strictly enforced.
We don't pay cheap rent here and if tenants cannot disciplined themselves, I think the leasing office / management should at least spend a little more money to hire parking enforcement in the evening. I can tolerate the noise at night but coming home without a parking space is not acceptable.
Anyhow, I'm definitely looking for a place to move since my lease is up. I think Avion will find themselves difficult in keeping most of the previous tenants while trying to fill the apartments by "lowering the rent" and moving in more future tenants that are disrespectful to others.
