My experience with the Bluffs II was a pleasure from the first day I set foot on the grounds until the day I moved out. I spent three years in that complex and have an abundance of good things to say about it.
I agree with some of the earlier posts about the past management. For a while there, it seemed like there were new managers every week and they were often rather dismissive. However, that was more than a year or two ago and the current management is outstanding. I found them to be concerned, helpful, and responsive. Anytime I had a non-emergency repair request, it was taken care of within 24 hours.
As for bugs, I had ant infestations only twice (once i the kitchen and once in the bathroom) during my time at the Bluffs and both incidents were during my first year there. Each time, I just notified the management and they promptly scheduled a Terminix visit which solved the problem immediately because the ants never came back.
Parking was never much of a problem and I was usually able to find a space somewhere no matter how late I came home.
Most of the tenants that they allowed into the complex were very friendly, decent people. It seems like they do a good job of keeping the trash out.
As for safety, the location of the Bluffs is key. Since there are no residential areas surrounding, you never had strangers wandering in from the nearby areas and causing problems.
The complex is very well-groomed. There is an abundance of greenery in the courtyards (perhaps an overabundance because the gardeners seem to be there all the time), which adds a lot to the beauty of the Bluffs. I personally enjoyed the ponds and feeding the ducks from my balcony.
Also, I didn't have any problem getting my security deposit back minus the $80 cleaning fee (hey, I'd rather not clean the whole thing myself, anyway).
Finally, the rent was fairly reasonable, although it had skyrocketed by the time I moved out following the end of law school. All I can say is this: I think you'll get your money's worth all the same.
The one thing I would criticize about the Bluffs is that the interiors of the apartments are in serious need of renovation. It isn't something that detracts terribly from the quality of life, but renovations would justify the rent increases I saw.
All and all, I am really thankful that I chose to live at the Bluffs during my three years in San Diego.
