I have to first say that City View was the first place I rented after moving out of my parent's house. What caught my attention first was the location and pricing (although the pricing has gone up quite a bit over the years). I also liked the fact that these were indoor and downtown so you don't get woken up from sleep by children playing outside. I wanted a quiet place to live and we got that for about a year until some A-holes above us went crazy and had parties on Friday and Saturday nights. This lasted only a few months though as they were eventually kicked out of the place after several complaints from people near them.
The walk to Petco Park is NOT 15 minutes but more like 20-25 minutes. Not bad if you want a little excercise in your routine. The people to our sides have been at the place since we moved in and I never hear any noises or disturbances from them. As for stompings and things of that kind, it can be a problem but it shouldn't as long as the people above you are "normal". The location is close to the freeways which is good and if you get a balcony with a view of downtown, your friends and family will be quite impressed. I've been here 3 years and although I don't have many complaints, the rent is getting to be a bit high now for a 2 bedroom so we'll have to see once my lease is up. I would recommend this place to friends.
