To begin, it is very unfortunate that costa verde has such a low rating score, but for obvious reason.
I fell in love with costa verde the minute they showed me my floor plan. It was awesome. I've been there 2 years and have gradually seen the complex go from a 3.2 rating to what it is now. From what I gathered, here's what is going on with CV.
The negative opinions of CV has to be due to CV: North. Yes, there are 2 sides to CV. The north side is the larger, more modern complex. With that, in my opinion, you have the students who can afford to live there and don't really care about the complex. So you get frat guys, party girls, and young men and women who really don't care about the complex as a whole but their apartment themselves. In the 2 years I've been at CV: South, our maps have never been broken, our hallways do not smell like alcohol or urine, and car thefts have not happened in my garage unlike the stories I have heard in CV: north.
My south complex have been terrific. It's old and less flashy then the north version, but I can care less. The elderly people and families that live in the complex are all nice. I often see them walking in the halls with children and my roommates and I often say hi or stop to chat with them. I'm friends with 4 apartments after just running into them in the hall. Friendly people indeed.
The managers are definitely hit and miss. If you stay nice to them and put up with their attitude, they'll definitely give you a smile and some respect. I've only seen attitude from 2 female managers, but even they came around to being nice people, but I can totally see why people are giving management a thumbs down. However, they really worked hard for me on keeping and lowering my rent when I renewed...so I like them for that.
Parking...Yeah, parking blows. Big negative. I can't vouch for that.
Gym is great, only 1 for both north and south and it is located on the north side. The pools are nice, not often cleaned in the winter and fall, but cleaned for spring and summer.
In apartment Washer and Dryer! You won't get that at La Scala or International Gardens. Definitely a Plus. Unfortunately, with that... you will be paying for water and most utilities... roughly $60 for water per apartment. I think you get free water at La Scala and IG.
(For the students): We're at the 1st arriba stop. If anyone knows anyhing about UCSD shuttles, you know that you won't be getting on the bus if you have to get on the bus on the 2nd or 3rd stop. I feel bad for those that have to wait for the next bus when my bus passes them by. This is another big Plus to live at CV.
Finally, this is one of the most spacious place you can live in for the price. I hope this review helps. If you are one of those party, frat/sorority type people, you guys should consider CV: north as CV:south isn't for you. No one wants you there as it's the last decent place to live in CV.

I've lived in CV South for 6 years and it is the same as North. I've seen damage all over the place. The maps are trashed. Most students are fine, but you get the occasional party units. I've seen stolen fire extinguishers, broken EXIT signs, blood smeared over the walls (due to breaking the fire extinguisher glass case), trash spread all along the hallways, cigarette butts by the hundreds thrown into planters, etc... Cars have been broken into in our garage, which is common to all of UTC. Guest parking is almost non-existent because students drive to the complex, park their cars for the day, and then take the UCSD shuttles. I've personally watched students do this and have reported this to security at that time, but nothing is done. Management is all warm and fuzzy to get you in, but if anything serious happens, they will slam the door in your face. At the core, they are real A holes.
