For the person who posted previously to this post...First of all, for someone to be SO defensive of this place, you must be the manager. Because who the hell looks at these reviews WHILE they are living there!'!'!'
I just moved out of this gawd awful place. This place is run so sleezily.
1) You can't get a hold of ANYONE in upper management when there is a problem the lower level workers cannot or WILL NOT solve. The property manager NEVER returns your phone calls!
2) Water: Legacy contracts out water, thus the resident paying a HIRE AMOUNT for water. I contacted the water contractor on my final bill. I spoke with the General Manager who didn't confirm, but didn't DENY that Legacy charges a hire rate for water. Be aware.
3) On several occasions, when we weren't home, Legacy had maitenance people enter into our unit without permission. The company the contracted to come out and switch out light bulbs in our unit, left all of their trash throughout our apartment. I finally got someone from the management office to get off of their dead asses and come see the trash they left in my apartment. They apologized, but what good does that do us' Gawd only knows who was in our place, even though they knew we were on vacation!
4) I bet if all of the previous residents got together, they would all find that Legacy took out at least $125, the maximum the can take out of your deposit, without having to show receipts. You could take them to court, but that is time and energy most of us don't have. So, even if your place is immaculate when you move, they will make up bogus crap to charge you up to $125. By the way, it's illegal to charge for carpet cleaning unless there are un-removable stains.
I urge all of you to contact the California Apartment Association to learn your rights and report these theives to keep them from ripping off anymore paying customers!

Write the city attorney. It seems all the apartment complexes in the area are like that. The city attorney will keep a record of this and once enough people complain they will take these -------s to court. You have enough people complaining about the same problem. I don't think you will have a hard time finding enough people to back you on this.
