I just recently moved into the Legacy apartments last Friday, but I read these ratings prior to moving in, and I don't know what everyone's complaining about.
I guess it depends on the person. Personally, my previous apartment home was CRAP compared to my new place at Legacy. I love the setup, I am living in the "heritage" model and it works for my small family of 3. (1bdrm study) The noisiest I've heard is the people outside who walk the Promenade-walkway to the Edwards Imax and shopping center right next to this place. But it's not unbearable. I love having an attached garage and A/C! I didn't have either when I lived in Oceanside.
I DO find the "quiet hours" 10pm-8am of not using major appliances ODD, but it's not like I'm doing laundry or washing dishes during that time anyway.

I'd recommend these apartments to anyone who isn't overly picky. It's in the ideal location.
