Has potential but doesn't live up to it.

When we first moved in the apartment complex seemed quiet, nice and well kept. The property has deteriorated over the last three years. It is not gated so transients in the neighborhood frequently wander on to the property. They have been found sleeping in the stairwells and pool area.
Residents leave dirty diapers on the benches in the lobby, garbage bags on their doorstep and cigarette butts in other neighbor's gardens. I once saw a used pregnancy test in the stairwell. Management has written rules outlining etiquette for common areas and they are frequently ignored by residents with no consequences to the violating residents.
Children frequently play on the grounds unsupervised as well as take over the pool with no supervising adults. There is no lifeguard on duty or any weekend stadd there to enforce pool rules. Ball playing is forbidden on the grounds, yet happening nightly, with the balls coming dangerously close to the windows of apartments on the first floor or cars.
Many residents hang out on the front steps until very late at night with no consideration for the noise level.
Maintenance is adequately done but frequently takes too long to respond or repair the issue. There were a few incidents where an after-hours emergency occurred and maintenance did not respond after we called the emergency line.
The neighboorhood is not safe. My car was broken in to three times last summer. Another resident got their car stolen and another resident had their tires taken off their vehicle. The hood of my car was also wide open one morning when I went out to work. It looked as if someone were trying to steal something out of it but then got interupted.
The vacant apartment next door to mine was broken in to in broad daylight and the perpetrator left behind a large pocket knife. Transients are always inside the dumpster and residents frequently throw garbage out, missing the inside of the dumpster, so it sits alongside it, making the street unattractive and dirty.
The apartments themselves are spacious, well layed out and clean on the inside. They have abundant storage and cabinet space and high ceilings with ceiling fans in at least one room. I loved the inside of the apartment itself and would have stayed longer if it were not for the inconsideration of fellow tenants, the lack of strict enforcement of the property rules by management and the declining surrounding neighborhood.
Management was friendly and helpful but I think had their hands tied on how much they were able to enforce.
