The grounds and architecture are beautiful. But alas, I must write quickly as I am slipping into a permanent state of Psychotic Sleep Depravation . Every morning promptly at 6:00AM the cattle stampede begins above me and ends late evening. After several complaints, I was shocked to discover that this sound (Measured on the Richter Scale) was coming from ONE 20 month old child. I was convinced that Octo Mom was up there with family in tow. I should have known better. Octo Mom has better parenting skills. Management finally told me that nothing could be done because this was ordinary and reasonable noise. As I finally slip away, I ask that should you see a broken, shell of a man looking upward in terror walking the streets of San Diego with a cart full of tattered clothes and meaningless memorabilia, please remember that this was once a vibrant, strong and lucid member of society who chose to live at the Promenade Rio Vista. Good Bye, my friends and take heed.

I have the same problem only worse. All night long, sometimes until 5 or 6 AM the people upstairs play loud video games, blast their TV or scream at each other. I've complained many times but nothing happens. However, the police department will come out if yo9u complain and once you have a police report, if the building doesn't do anything you can file a civil suit against them. Perhaps a number of us should get together a file a group lawsuit.
