I agree that there were some vehicles stolen in the last few months and we even had our bike stolen off the patio because it was not locked up, but, I have never seen any homeless people or college kids puking off the balcony or peeing in the fountain, or for that matter streaking across the courtyard. The maintanence team has always been very responsive as is the leasing manager, Ava. For the most part it was pretty quiet there, and I felt safe. Mission Valley is central to everything but it is still part of the city and with that comes some issues, but for the most part was a great place to live. We lived there from Nov 2005 to Jun 2007.
