Years at this apartment: 2007 - 2009
Bad: Yes, there are college kids who are noisy, thin walls, poor ventilation, bad parking and older buildings. No AC was the biggest problem- fixed by buying a portable AC at Fry's.
HOWEVER!
Good: The grounds and pool are very clean and well kept. The manager May was wonderful- she was always extremely nice (she "babysat" my fish in the office while I was out of town) and efficient whenever we had a problem. Good location (only 10-15 minutes away from everything- beaches, Balboa Park, downtown, airport, MCAS Miramar) and the floorplan is pretty big. $1195 for a 2 bed 2 bath (2007- 2009). Security never felt like a problem for me, the place is very well lit at night. Again, while there are noisy college kids, they aren't the only people there. My neighbors were families and Mormons (it's right next to a Mormon church).
Regarding the person with the insect problem: a pest control guy comes there every Tuesday and you probably could have gotten it taken care of for free had you talked to the manager. (We had an ant problem, talked to manager and got it completely taken care of right away for free.)
Regarding the steam build up in the bathrooms: turn on the vent while you shower/bathe. It helps dissipate it. =)
SO, while these aren't perfect or the most new apartments in San Diego, you get a good deal for the price. Overall, I would recommend these apartments.
