You (don't quite) get what you pay for

I've lived here for over 2 years and only stay because I dread moving and can't find any place cheaper.
A summary of the good points:
-it's small, reasonably quite
-my apartment backs up to a park which makes for a better view than a parking lot or someone else's patio
-the layout of the apartment is nice, with the loft
-the complex is close to the mall, bus stops
Now for the bad:
-it's a dump, falling apart
-the carpet's old, there's mold, the cabinets are decaying
-the other tennants are by and large rude and inconsiderate
-the laundry is overpriced and underperforming
-the manager, Carol, is never in her office and has to be told at least twice to do anything. I don't think she's entirely to blame, she has to run this whole complex all by herself...the jerk-offs at Sunrise Management owe her and us residents an assistant.
-downstairs apartments flood...often and the water still gets shut off without warning (usually before i get a shower) UPDATE 3/17/05: they turned off the water WHILE I WAS IN the shower, with shampoo in my hair, no less.
-i live next to a senile crazy old woman who claims i'm stalking her
-there's no AC and the heaters don't do their job... and the doors and windows leak
-my car got hit in the parking lot and i never found out who did it
I know every place has its pros and cons, but the cons win here. They need to knock down this whole complex and throw up some decent condos... the location would be supreme!
