While I agree with some of the other reviews here, I'm going to try to be a little more objective than some of them. I saw several people who complain about noisy neighbors or people who stomp around... I have the same problem, but let's face it, it's only partly the neighbors...it's because Torrey Villas was built with floors/ceilings that conduct sound too well. In addition, the exterior windows are single pane and any exterior sounds come right through as though my windows are already open. Having said that, it's a pretty quiet community, but when there is noise... it carries and you'll hear it.
My biggest frustration has been the TV situation here. You don't come in and just set up however you want, like you do at most other places. You get what they tell you you'll get. Right now, it's DirecTV. They provide the dish, you just plug in to the wall. You're at the mercy of the pricing they give you. If you want cable, forget it. You only get what they're offering. And you may not want to invest in HD receivers or expensive sports packages because they keep saying they MIGHT switch over to cable and when that happens, too bad, you have to switch too. Any equipment you buy for the existing setup becomes useless. And DirecTV sure won't let you out of your contract for the sports packages. Having said that, they don't have the latest dish technology, so if you want HD, you won't have local channels or many of the HD channels that DirecTV now offers.
The staff is nice, but they're a typical Irvine Company staff. They do just want they need to do, they usually don't go "the extra mile" and situations that aren't "typical" will send them into a tailspin of confusion about who's responsible or what the appropiate steps are.
Overall, I'd recommend Torrey Villas, but with caveats around the noise and staff support. Oh yeah, the parking isn't great.
UPDATE (04/14/08) - There is new management, and from my perspective, it looks like things are starting to shape up. The Cable/DirecTV issue is being resolved and we'll have that settled in the next few months. The staff seems to be more responsive... we'll see how the parking issues get resolved.

I am looking at moving into the area in roughly a month, and for the past few weeks have been combing over apartments in the area and have been drawn particularly to a few that the Irvine Company owns. In response to your review, and I'm assuming that is what the update was about. The FCC outlawed apartment/living complexes from monopolizing cable and satelite providers at the end of 2007. It was done originally as an effort to drive down costs by limiting selection for the customers. If at this point they are still doing it, they could get hit with some MAJOR fines. Hopefully they are resolving the issue.
