I have been living in the Westview Village for a few months and would higly recommend it to anyone looking for an apartment/condo in this price range, particularly if you have pets. Unfortunately they are some of the most expensive apartments in San Diego.
The complex is very quiet both day and night, despite there being a lot of families and people with big dogs. People generally clean up after their dogs and the landscaping was probably done with them in mind -- more shrubs and trees than lawn. There is usually someone (like kids since it is summer break) at the pool, but no wierdos/pervs hanging out there all day oogling you or your babies. The grounds are very well-kept and they don't use leafblowers very often.
The apartments are large and mine had good-quality cabinets, fixtures and appliances. When the burner on my stove broke, I called and in less than 10 minutes a guy had come out and fixed it. I think the units are well built -- the family above me has teenage boys and a dog and I rarely hear them. I have a garage, but it would be nice if there were a couple open parking spaces that residents could reserve for when the babysitter or other visitors come. The gates are shut between sundown and sunset which helps with safety. The units are laid out so that most of the patios/balconies have a private feel to them, ie you are not sitting outside staring into someone else's living room.
The big drawback is price. My employer put us up here for a few months, but it is just too pricey to stay on after that. People who have been here for a while say the rent goes up $100 a year. Pet rent is $75/pet with a nonrefundable $500 pet fee.
