They won't fix problems if they perceive that the resident can do it her/himself. I only stayed there a few days and moved out as soon as this became clear. All that's written here about the noise and neighbors is true, but that's out of the management's control. Plumbing is under their control, but apparently not on the approved expenditure list. The building is as old as it looks (1966), and my feel is that without appropriate maintenance it will pretty soon feel like a run-down Tenderloin residential hotel. Can't beat the views, though.
