Avalon is a decent place to live all things considered. I have lived here for 3.5 years and admittedly there have been good times and some bad times, but overall the experience has been a good one.
For all the misguided rants about "Caltrain noise," let's be clear people, Avalon at Mission Bay is not a quaint apartment complex in the suburban outskirts of SF...it is a high-rise apartment complex in the middle of a big city! Therefore, if you live in the city, there will be city noise. Caltrain should make noise, because it is the terminus of the rail line. The drivers should honk their horns because the complex sits on the street that is direct access to a busy highway leading in/out of the city. If you expect anything less than noise, then you need to buy a pair of Bose Noise-Canceling headphones or just move!
For those of us from big cities (I am sure my NYC friends would lol at these noise complaint posts!), who understand city noise and city living, I think Avalon does a pretty good job managing the balance for its residents. I agree that the people with dogs need to be more conscientious, but I have enjoyed living here for the most part (I live in Phase I). I barely ever hear my neighbors (3" poured concrete walls between units is a good thing!) and I am a stickler for not being able to hear my neighbors. The fixtures in the apartment are marginal and could use an upgrade (especially the difference in the amenities between Phases I and II), but I am glad to be living here and really cannot think that any other complex in the vicinity is going to be better. In fact, I've heard that they all are worse.
