Mr. Kapp and staff do what they can. After a 6 month residence, I have discovered that there was a reason for the cheap rent.

The interior of the apartments have been renovated. It is now a lovely marble decor. The doors and hallways remain the same. I lived on the first floor, so I can only tell you about that. The noise factor was completely unacceptable. I even put a winter blanket at the base of the door and tacked blankets to the entire doorway in hopes of lessening the noise from the hallways. We haven't even touch on the garbage noise, every night (except Saturday) the garbagemen arrived bewteen 10 pm and 4 am, they proceed to thump 8 garbage containers up and down 14 stairs. If you have ever been in a military tank that is being fired on, the noise level and sounds must be similiar.

After dealing with garbagemen noise starting at 8 am you have to deal with the workers and the mop buckets. Again, up and down staircases. The hallways act like a sound chamber.

Owner and manager leave you alone. YOur neighbors try hard to be quiet. You have the 'old timer's' who have been there for 10 years and have tons of stories to tell. Or the one unit that has the entire 5 member family living in a 230 square foot flat. The laundry is an issue, the people that use it are not tidy or respectful. You never want to drop something on the ground. And always check, you may run into a drug deal or couple having sex.

Good things: TONS of HOT water. Great bath tub. Visually and audiolly entertaining 24 hours a day.

Good luck if you decide to move here.. Don't throw your boxes away, you'll be needing them again soon
