Very Noisy; Pathetic Manager - DON'T RENT HERE

This place is one of the worst apartments I have ever lived in. Every night I would hear my neighbor above me, including her noisy dogs. It became unbearable to the point that I had to get out of my lease after only a few months(using the threat of legal action).
The manager at Mt. Sutro is a pathetic loser. He probably is in his office about 2 days a week. Most days there is a sign on the office door saying that the office is unexpectedly closed because of an "emergency" or whatever. The guy is probably at the beach. He has a sweet job. If you complain to the manager he treats you as a problem tenant simply for complaining. He has no respect for his own tenants because he knows he can easily fill his apartments since they are a little cheaper than comparable places and permit dogs. When I complained about the noise he basically didn't do anything about it. Now that I look back, I realize he knew the noise was a major problem the whole time. He had an obligation to mention it before I signed the lease or at least admit it once I complained. Instead, he just pretended it didn't exist. The guy is a total crock.
In addition, the maintenance is spotty. You may or may not get responsive service if you put in a request. The apartment complex itself is rather old and shabby. The elevator is one of those 30 year old models that really needs to be replaced. The stairwell has not been painted in years. The bathtub was filled with nasty mold because the manager didn't bother to have it cleaned. The heater was not nearly powerful enough to provide enough heat to my apartment, even though the landlord has an obligation to do so. There are many weirdos living in this place, including a strange lady who has a habit of smoking cigarettes outside the entrance between 11pm and 4am.
I've talked to at least two other tenants who are greatly disappointed in Mt. Sutro. One lived right near the street and hears every car passing by all night. When he viewed the apartment, however, the manager assured him that noise from the street would be no problem.
Furthermore, even though this place is relatively close to the restaurants on Irving St. and Muni, it is annoying having to walk up a rather steep hill to get to the apartment complex. You can get much better apartments closer to Irving St with no hill to walk up for a comparable price if you are willing to look harder.
To top it off, the worthless manager took a good chunk of my security deposit as "cleaning fees" even though I left that place spotless. Mt. Sutro sucks and was one of the biggest mistakes I've ever made. I'm now living in a much nicer apartment for a comparable price and haven't had any problems. Stay away from this place unless you want trouble.
