One person can earn $29,750.00 and still get a Section 8 Voucher.
2 people 34,000.00
3 people 38,250.00
4 people 42,500.00
and so on

So one person working a full time job making $14.00 an hour can be on section 8.
14.00 times 80 equals 1,120.00
1,120.00 times 26 equals 29,120.00

So I do understand $14.00 is not a lot but it's not really Welfare either.
