No improvement, could have gotten better

Years at this apartment: 2001 - 2009
I lived at this place for 9 years, but was forced to leave recently after being bombarded by marijuana smoke from neighboring apt. for more than 9 months. I filed dispute and complain to both the management office as well as the Emeryville foundation (I think that's the name), but no body took any action until when I am in the process of moving out.
The overall management has gottn worse in this past 3-4 years. Some of the best security guards, manager, office clerks left the management team. Whoever is left doesn't provide the service that they should be doing, the right attitude that they should have, and not the right work done as well. I think the only exception here is Amanda (Ass. Manager).
I feel very disappointed that I have to move out of this building with such distress and horrifying experience at the last 3 years of my stay. But the overall location of this building is great except that it's not in a safe neighborhood. I know family and neighbors who got robbed right on this block, my car got broken into when it was parked in the building's indoor parking lot, and my friend's car got burglarized where it was parked right in front of the front door of the building at noon time.
