The anonymous poster from 09/15/2004 and rpgibson on 10/12 had it spot-on. I'll only add what I can that isn't too similar.
I lived on TI for 3 years and it has just gone from good to BAD. The rent was decent if you forced the office staff to give you the going rate when your lease was up for renewal (they would never offer a lower rate, of course), the maintenance staff is usually responsive, the commute short and predictable, and the tennants (at least on my street) were pretty cool. The utilities are paid for by the Navy (for now - I've heard that in 2005 this will change) and parking is decent and free.
Unfortunately theft, vandalism, neglect, noise, spotty office procedures (many lost papers and incorrect lease info), and SF police apathy - ALL of which I've experienced first-hand - have all driven a lot of people away. There are better places in SF to live, many for the same price. I won't walk out on that great path around the north end of the island anymore, not at night anyway - TI is NOT a safe place to live anymore, in my opinion. I'm happy to have moved away.
The section 8 folks and many of the job corp kids also make riding the 108 bus to and from the island an adventure you should pass by if you'll be working in the city. Waiting for the 108 at Transbay Terminal is an experience punctuated by people who have no class, self-respect, or social restaint. Standing in line' Don't bother unless the MUNI folks (or the Police) are there to keep the job corp and TI hood boys peaceful and actually standing in line instead of all at the door of the bus. Funny that this seems to be the ONLY bus inside Transbay that requires chaparones! It's not unbearable, but it is a hassle, and it's really a negative experience when you get people arguing with the bus driver (and too often making it a race-issue where there isn't one - I've seen this MANY times) over standing in line like everyone else. Sheesh!
And this is just hearsay for you, but I've also been told by TIV staff that the island is going to go through some pretty heavy changes over the next few years, and traffic to/from/on the island will be pretty rough once the new bridge construction reaches the island full force in about 6 months. Probably not the best time to move to TI...
Stay away, look for something better, safer, and with more character. TI is just like the Mission, and getting to look a lot like the Tenderloin now.
