I've lived here for 2 years, on 2 different areas of the island.
Maintenance:
I find that the maintenance responds within an acceptable time frame, although does the minimum to repair the problem at hand. Example, my shower: had the kind of knob you pull to turn on. it came off, 2 days later maintenance fixed it while I was out. I found later that I had lost 50% water pressure and small clumps of cement in the tub. They didn't replace it, they cemented it back on improperly.
Example 2: Called RE: Ant infestation, an exterminator was there within 30 minutes to spray!
Safety: I had the SWAT team in my backyard a year ago there to capture an armed gunman holed up in an apartment across the street. My neighbor is section 8, I love them, but his ex paid him a visit screaming and yelling death threats, ending the encounter by throwing a brick through a neighbors window! I always feel a bit stiff on the bus, listening to various stories about crack cocaine.
As for the kids standing in the roadway, this has happened to me several times. I don't know or care who's kids they are, but in a battle of wits between a 50 lb kid and a hyundai goin' 35 mph, guess who's gonna win' The kids need to get out of the street!
Asthetics:
The island is beautiful, the housing is old and outdated. (My bathroom cabinentop is orange and my buddy's lime green)But, I find it worth it to come off the bridge and drive by that gorgeous view of the city and Alcatraz and the Golden Gate bridge!
