I just moved here and it does not seem as bad as everyone says. The staff have been helpful with all problems I have had (there have not been many). The noise is not so horrible, and I have yet to be harassed by the thugs or made to feel unsafe. My neighbors on either side of me are cool.
I guess if you keep to yourself and don't go around looking too attractive/wealthy/republican (like I actually am), then you will be okay.
Then again, I used to live right across from the projects in Bernal Heights, where I was harassed on a daily basis, but even that did not bother me too much.
