well sounds like you have similar experiences to most of the tenants! My advice: MOVE AS FAST AS POSSIBLE! They will never fix them right, and even if they do, they'll break again in a week!

start documenting every call you make: who you spoke to, whose voicemail they connected you to, what you said in your message, what a person said if you spoke to someone. in addition to documenting phone calls, send emails that repeat what you said on the phone and print them out. if you actually get a response, print that out too. also, take pictures of the damages and of any repairs they make. if you are not getting responses, start climbing the management chain. you can also contact a san francisco city building inspector who will come to inspect your apartment and then cite park merced with itemized damages, how these damages must be fixed, and a time frame in which it must be done.
tell your neighbors who are having similar problems!
