When the places were first built, they were designed for low-income families of ALL nationalities. The front doors were glass, the grounds had grass, the places were beautifully kept and staff was well organized and professional. And everyone knew everyone else. When HUD took over, however, things became worse and neighbors on all sides began calling the places "project tenements," which they were not. Due to the "ghetto" attitudes of inadequate money greedy rude, ignorant staff, managers and some tenants, however, Vista Del Monte was turned into a tenement type setting. Low-income housing authority tenants were moved in which changed theme of the complex from high quality to very low quality. Those who paid top dollar were treated like dirt by tenants and VDM staff including Diamond Heights neighbors. It was nice in the beginning, but it was hell thereafter. I feel sorry only for those hard-working people who have been there for many years, but who cannot find better housing due to the restraints of their income. Diamond Heights is a nice neighborhood, but Vista Del Monte and other places like it have turned the area into a ghetto. Period.
