I live on the third floor, and as our rent is the lowest in the building, it seems like they are not concerned with the upkeep. The apartment desperately needs paint and new carpeting. My window and the ceiling leak in the rain. There is water damage and persistent mildew in the bathroom that the management will do nothing about. But, it's close to the 22 Fillmore and the 38 Geary, there is (expensive) parking available, and you can walk to downtown if you want. Street parking is available, and it took me 6 months of parking on the street before my new car was broken into. It's not as unsafe as many people think it is. It's close to Pac Heights shopping and it's in the Safeway parking lot.
