BEYOND NOISY Management shuttles bad tenants to new buildings to annoy others

The only positives I can share about Archstone Willow Glen is this: 1) it's a nice unit and a pretty complex and 2) they allow big dogs. That's how we made the mistake of moving in to this hellhole. They market to young working professionals with their "world-class business centers" and "built in computer workstations". However, it only took us a week to figure out that they actually rent to large poor minority families with lots of young, crying children. There are way too many unemployed people who party all night.
The tenants above us make tons of noise all day and all night. They seem to be home 99% of the time and are only quiet when I'm getting ready for work at 7 am.
Courtesy Patrol is a JOKE - they won't even respond to noise complaints. Management doesn't flinch when you scream and shout about the screaming and shouting. Tell them you're going to move out, they don't care one bit.
The construction is criminally bad. Seriously, they should be suing the builder. If you listen to their message on their phone system, it says that it's a "premier community" designed with input from engineers, designers and people like you." It goes on to say, "Imagine the world, at Archstone Willow Glen" and promises you will "develop robust relationships with your new neighbors". Yeah right, the relationship I have developed with my neighbors is yelling "shut the ---- up" to the loser moaning and groaning above me at 2:05, 3:28 and 4:15 am.
Still, they act like you're the first person to ever complain about noise and then they write a little letter reminding the tenants to play nice.
We chose to live on the first floor because we didnęt want our dogęs playtime to disturb our neighbors. Big mistake. Our neighbors have loud, rowdy sex multiple times per night, drop dumbbells, vacuum and run their garbage disposal until 4 in the morning. And you hear every single second of it.
Already, we have invested months of time and effort to have our first set of neighbors evicted; an Indian stay-at-home-and-beat-the-kids-mom with three young children of her own and a daycare center. In the middle of the night, their infant cried and they put her in the master bedroom closet directly above us.
Now we are in the process of getting our second set of loud lowlifes evicted. They have now received 4 letters threatening legal action, but the party continues to rage on. Knowing the competence levels of Archstone managers, we are prepared for our third set of neighbors to be equally horrid.
We are actively looking for a new community with better construction. We told management the following: 1) we will be breaking our lease 2) we will be moved the day after finding a new place 3) we are deducting $48/day for each day that we have to call the police, management and courtesy patrol.
Their response thus far is that we can break the lease, but have to give the full 30 days notice and will be put into collection for prorating our rent --- even if we have to pay to sleep in a hotel because of the noise.
And here's the official quote and mantra of Archstone Willow Glen and Archstone Corporate "WE CANNOT MAKE OR FORCE TENANTS TO BE QUIET, WE CAN ONLY ASK THEM TO BE QUIET, BUT IT'S THEIR CHOICE." What the ---- does that mean' That's some policy. If you want to live here, get used to hearing that.
Oh and one other thing you should know: when good tenants complain about bad tenants, the bad tenants *eventually* get moved into another building with a new set of neighbors and a clean slate. We found out that the hard way. The Guptas above us had been terrorizing neighbors in other buildings for over a year before being relocated above us. Why management continues to relocate known problem makers to new units is beyond comprehension. And why put them on the upper levels''''
