I live in Building one and I must say, the majority of tenants here are working class, it's very quiet and clean. I have heard bad things about buildings 3 and 4.
The management is great. They are very prompt to service any need in the apartment.
The manager is always on top of anybody who can be a nuisance.
I must say I had some noisy neighbors and when I called the manager she had already had complaints on the same people and before you know it, it was peace and quiet again. They propaby got evicted. The downside it that to get in this building you must submit tons of paperwork. The other downside is there is no storage space.

Well first of all look at your screen name, Hypheee. I'm sure your ghetto. yes Some of the ppl that live here are 'different' just like any other apartments. I like it here. It's quiet, and clean, and put it to you like this ..for the price and everything you get its really a good deal and you cant beat it. You usually get what you pay for. If your so unhappy hopefully you have moved.
