Bad neighbors, Manager NO help

We have had multiple run-ins with awful neighbors. This has become the hang-out-and-get-drunk apartment for the local high school. We have come home multiple times to teenagers passed out on our porch and loud offensive music blaring. We reported everything to the manager, even sending him a detailed account of every offense. He does nothing, and cannot be found when the party is going strong.
We are very happy with the apartment itself, and the location is perfect. We don't want to leave, but the neighbors are awful, the manager does nothing, we have to go for our safety.

The awful neighbors are gone now!! The complex was pretty quiet and friendly all through the summer with parents and kids enjoying the pool during waking hours and the courtyard being quiet at night.
