I lived here for 1-1/2 yrs and I've never seen a apartment complex go through so many managers. Yes, I agree, you need to make a million calls to them if you have a problem. As for the maintainence crew, no offense, but it would be nice if they spoke english. Sometimes it was so hard to tell them what the problem was.
I felt safe there, being single and some residents were very helpful if I needed help on carrying things and some were friendly; they said hi.
As for the kids, yes, they were very loud and such bad language, but I got to know a few and I corrected the words they were saying. As for talking to the adults, my spanish became better.
For the noise, oh my gosh, the music at all hours, I complained so many times to the managers. I even recommended that they sent out a flyer in both english and spanish regarding the noise and they never did. Once it was 4:30am and those leaving for work at that time, they were blaring their bandito music. I had to get up, go out and tell them that some people are still sleeping. And for people just hanging out at all hours, I called security so many times, very loud.
Overall, find someplace else to live. Even though this complex is the cheapest in San Jose, go somewhere else.
