BAD Management!!!!!!!!!!!

I am not sure who to contact as the management at Archstone Monterey Grove in San Jose California leaves much to be be desired. When we first moved here in February 2002 we were very excited and were expecting to stay here for about 3 years. Our excitement and opinion of Archstone has since changed. Our first couple of weeks here we were unaware of the towing policy. It was not mentioned in anything we read or signed, nor did anyone verbally express this unwritten rule to us. My husband came home one day and someone was parked in his assigned parking spot. There was a spot behind him that no one had parked in for a week and so he parked there, as free parking is filled up by 4 or 5pm. He left a note on the van stating that was his parking space and to please not park there. When he went out an hour later to see if the van had moved so he could move his truck into the proper space it had been towed away. Not a very nice "Welcome to Archstone" for us. Next it was the neighbors that lived above us. They would continually come home at 12 am being very LOUD and if we asked them to try and keep the noise down they would purposely turn up the volume or continue stepping exercises which they would keep up until about 2 or 3 in the morning. We made frequent complaints to the management and they did nothing more than send them a note stating there was a complaint made. Then there are the simple little things that proved to become difficult and at times stressful because of how management respond. Like when our toilet backed up because of the upstairs plumbing and it overflowed not only in the bathroom but also into part of our bedroom. We were told that someone would be there THAT day to fix and clean the mess. Someone did come and fix the toilet, but no one came to clean up the stinking filth. We had to smell it overnight and did not sleep well even in our living room. The next day, upon our second request, someone was sent over to clean it up. The wooden piece in front of our sink broke and fell off exposing all of the plumbing. We told the front office about it and they said they would have someone there that day to fix it. Well two months later we finally gave up on asking the management and asked the maintenance guy about it and he came that very day and replaced it. There was also the issue of our parking spots. We both have trucks. Our assigned spots were adjacent to a fire lane where people would often illegally park. Because we have trucks we could neither pull in or out of the parking spot when someone was parked there. In January of 2003 we asked Eva Sharp if she could assign us some different parking spots as it was very inconvenient to have to hunt down the owner of the vehicles blocking us in or out of our current spaces. Eva told us it wouldn't be a problem and as soon as something opened up she would assign it to us. Well when something did open up right next to our window she did not assign it to us. She assigned it to a lady who would rev her car up every morning around 6am for 15 - 20 min. When we complained about this to Eva she wrote them a note, which did nothing. We had to listen to that car reving it's engine every morning for a couple of months. Meanwhile, we were still being blocked out of our spaces on a regular basis because management had forgotten about us. We reminded them a couple more times and finally at the end of May we received our new spaces. Even though, months before that, many parking spaces had become available and Eva had continually ignored our requests. At the time we were assigned our new parking spaces it was brought to our attention that our $500 pet deposit had been credited to us without our knowledge. Supposedly they had decided that the pet deposit was not needed and instead of informing us of this they took our $500 and spent it how they saw fit. We did not notice because we were told that water and garbage was added to our rent, in fact it was not, it was being deducted from our deposit without our knowledge. Finally, when there was only a few hundred dollars left they credited it toward our rent. We were sent a note telling us that our rent was a few hundred lower than normal. When I went to the office to find out why this was I was told that we had paid them too much the month before. I was lied to and no longer trust the management at Archstone Monterey Grove. That was the pushing point and we have now found a place we would like to move to that my friend tells me has excellent management which I CAN TRUST. Today we gave Eva our 30 day notice. Our lease is not up until August and of course Eva want's us to pay for an extra month when we will not be occupying the unit which I find outrageous considering our previous treatment. When we first moved here I noticed that Archstone has a seal of service. The guarantee about completing our request as quickly as possible was not met. We were also told that the pool was seasonally heated, I swim frequently and can tell you that pool has not been heated for the last year.
