terrible maintance and manage team ! inside is totally not as it seems outside

the newly moved in tenant right below us happen to be heave smokers, which is fine if they want to smoke inside or outside the apartment. however there's something wrong with the piping or venting system. the very, very strong cigarette smell comes in and stay in our unit. the only, minimum thing they are willing to do is to reseal the edges below the dishwasher and the cabinet, with just one tube of re-fill gel. it did not help at all so we told them to deeply check and if they have to re-do the kitchen counter they should. but they don't want to. they rather leave the apartment rotten. renting out apartment is a long term business and even if we give up and move away, the next tenant is going to be suffering as well. second hand smoke is a big deal after all. but except for dealing with it and live like that, the other option they want to take is to let us move out. they will not want to do anything to fix the broken apartment.
Their staffs work at the front desk in the leasing office have stuck up attitude, too.
