Nice place with neighborhood noise

I moved into a 2 bdrm loft earlier this year. If you're thinking of moving here, hope this info helps.
The apartments are wonderful - very attractive and enjoyable. There are many pluses, which are pretty standard features of the apartments (I won't bother to list them here). Minuses include very little storage, no covering over the patio on a 3rd floor apartment, the 2 assigned parking spots in the garage are tandem, and loft apts get very hot in summer (my PG&E bill ran $100 last month, even though I turn on my A/C sparsely). Spacing is not even throughout; certain areas like the bathrooms are big, but at the cost of bedroom and closet space.
The first few months were rough while they finished construction, but they're virtually done now. There's a gym, but it's tiny with only a few machines. Don't count on getting regular workouts here; there's only one treadmill and it's always being used. Office management is acceptable. A few rough spots, but generally they're nice and helpful people. Location is good - close to shopping and freeways.
I got a place facing the east side, which I felt had a better view than the freeway on the south side and didn't get quite as much noise. The freeway is still loud, but I'm not bothered by it too much. It's the neighbors that drive me crazy, the ones in the complex across the street. Everything was fine til about a week ago. Suddenly it seems like there are cars coming to those houses at all hours of the night, with music blaring. Parents let the kids play out in the street til midnight, yelling and screaming, bouncing basketballs, whatever, and with no supervision. Last night someone was setting off fireworks at 1 am. Today I was treated to a screaming match with a few adults - every other word the F word, with a bunch of kids playing around them. That was fun. I was in the process of dialing the police when they stopped, but at the next opportunity, I won't hesitate to call and complain. I don't have problems with general outdoor noise, but these people need to learn to respect their neighbors, observe curfews, and not treat their driveways like the Jerry Springer stage.
I do want to say that the tenants within the complex seem great. I haven't had any trouble with noise from immediate neighbors and I've met a lot of very friendly, outgoing people. In that regard, I feel comfortable; it's the Section 8 neighborhood that scares me!
