No maintenance (they'll rip up your maintenance request and you wonder why you don't get a response) - I had to fix several things when I moved in. The apartments (walls) leak (they admit the buildings need to be sealed). Very noisy, and the only thing you can do is move. Stains will seep through a poor paint job - I even had stains on the ceiling they told me they would clean up, but never did. Very expensive for a poorly run apartment (they will promise you anything to get you to sign the lease!!!).

I find that very difficult to believe. If I submitted a maintenance request and someone ripped it up in front of me (how else would I know that it had been ripped up?) then I would talk to the manager, then the property owner, then the city rental and housing authority.
Regardless of whether it was 'ripped up' or not, if you feel they are slow in responding, then you need to take control of the situation and pester them about it. There's only 3 maintenance folks and a couple hundred units, so they have to prioritize their tasks to wisely allocate their time and personnel resources.
This review just sounds like someone with sour grapes who wants to 'get back' at Pavona. (They told you it would cost you $5000 to break your lease, didn't they?)
They're not perfect, but I think you are completely exaggerating.
