Used to be an ok place to live, now it's different

It's used to be a very nice apartment complex to live in.
The problem ' Well Shadowbrook was bought by Raintree and the apartment complex is a now a moderate income residence. When I say moderate 100% of the apartments are under this law. Why ' Just to get the remodeling paid by the California state.
Consequences : most of the nicest tenants are now away. It used to be a very nice residence where everybody said hi, were smilling, had a nice word with you.
Now because it's a moderate income most of the new tenants are rude, and of course they are not educated and are living with no manners. They think they're alone in the residence, they don't care about others and it a major problem. The management is average. If you have something wrong inside your apartment, they will fix it within 48 hours. The management before was better, very nice, friendly and helpful.
Plus : apartment and complex remodeled, 2 pools, 2 spas, 1 small weight room, pets welcome, ok landscape.
Minus : moderate income, noisy tenants, no manners, cooking smells outside, thin walls, very old A/C system (even with A/C apartments are very hot during summer), no efficient heater in the family room, found 2 syringes on the grass the other day, cars keyed often by unfriendly or jalous tenants.
