DO NOT EVER move into this apt complex...AVOID!!!

The management/manager of this apt. complex is most unprofessional, unmotivated in either taking care of tenant/resident problems or general apt. problems. The manager is the most incompetent, unresponsive and rude person I have ever come across, and I have lived in several apartments over the years. Even small mom-and-pop apatments and/or duplexes have better, more responsive managers. He is rude to the core, totally unresponsive, and further indulgences in profane slander when you as a tenant insist on legitimate timely and needed repairs. At first the management will avoid or circumvent the repair, making it seem the problem just doesn't exist, and then upon the tenant's insistence, will either procastinate or won't bother carrying-out the repair at all. You as a tenant will just have to suffer living here, or "will have to live with it", in the manager's own words. Yes, that's the final option he will put forth to you, take it or leave it! The complex external-lights are never fixed when they blowout, endangering one's security. The shades are filled with dirt. Overall maintenance is nil. All because the manager chooses to ignore his duties and responsibilities. Furthermore, this apt. complex has a SERIOUS WATER LEAKING problem. Several of them, and all VERY serious ones! ALL the pipes are in the ceilings, so the leaking pipes, which are dilapidated & corroded ones from the '60s, will constantly leak onto the ceiling drywall. Yes, constantly, as in 22hrs out of 24hrs. The constant leaking, dripping sound in the ceiling drywall will drive you nuts...arrrgh! You won't be able to sleep at night, or day. The management will totally ignore your woes in this matter. Will the landlord spend to get these old and severely leaking pipes fixed'..NO!!!! Building-code violation'...probably!!! They just want to suck you of your rent and not provide the peaceful living you deserve. It's a simple insulation and pipe-fixing problem which can solve the problem. Every two-four months there WILL be a ceiling disaster. And who suffers'..the tenant of course! And I have photographed proof! (I will upload them a bit later in this post). Living with the uncertainty of when/where the next collapse will occur is totally un-nerving, to say the least. Anyway, the constant annoying and deafening leaking ceilings will eventually collapse, without warning. Yes, it has happened to my apt. ceilings FOUR TIMES in the last 2yrs that I have lived here. Because the water-dripping pipes leaky continuously, the drywall can only take so much, and get saturated and eventually COLLAPSE on you, God save you if you are under it at the time! Then the management will ignore it for a while before sending the plumber, another incompetent person in the chain, to break-open the remaining ceiling, make a mess of your bathroom/bedroom, and start a process which will take two weeks to complete, only if YOU get after the incompetent manager to make sure it does! Shame! All the while you will have to live with and endure a mess like a war-zone. Landlord compensate you for your troubles and hassles'.....NO!!! Then there are the electrical outlets which can't even take the load of two bulbs lit together in a lamp fixture, or a room heater...ridiculous! The outlets keep blowing-out, with big sparks and explosions! And then the management-appointed electricians come and say it's "your fault"...yeah right, to use a lamp is your fault''' The wiring, as with the pipes, is of the 1960's, but the owners don't want to change it. Instead, let the tenants suffer! Great! Definite building-code violations I assume. The construction is dilapidated and of sub-standard quality too. Walls are paper-thin, windows are thin and ineffective in insulating one bit. You can hear every neighbor within two connected-apt range. Not good for children to hear neighbors having rapturous sex, is it!'! Kitchen cabinetry, worse than a slum. Don't be fooled by the manager's claim that the ceilings are "concrete"...the are NOT! False misleading tactics Cal-Western employs to lure in innocent prospective tenants. All in all, the manager [George], who is a total incompetent, arrogant, rude, unresponsive and abusive person, who couldn't care less about the well-being of the complex or it's tenants, coupled with the Cal-Western Management which owns this complex, will make living here a REAL HELL of an experience. The manager mislead us and asked for $200 to get the room heaters operating when we moved in...well, looks like he was getting "kick-backs" from the PG&E electrician. Is that even legal''' Way to go, Mr. Manager, nice illegal way to make extra money on the side! I probably should've written to the Cal-Western HQ officer to get them operating, without paying! The electrician who eventually turned them on [after 2 yrs of our suffering] categorically said that what the manager was doing is wrong!
You can avoid this harrassment, troublesome and frustrating experience, if you weigh-in the above advice based on personal experience. Water problems and it's leaks are an omni-present problem in ALL the apts. in this complex, trust me! I have heard it from the plumber's mouth, and seen other apts. within this complex suffer the same frustration, if not worse! AVOID THIS APT COMPLEX!!!!!
Cal-Western will raise your rents from the luring moving-in rent, every year, exorbitantly, but as far as providing service and maintenance and management in level with this rent increase, you are going to be short-changed. NOT worth it, go else where, there are better managed apt. complexes...just make sure they are NOT owned by Cal-Western Management Properties.

I agree ditto. Manager is a corrupted guy who doesn't care a damn about the tenants. Yes, my apt ceilings drip too, LOUDLY. It's so annoying, can't sleep. Crappy old apt complex, not worth a dollar of your hard earned cash.
