I've lived here for 2 years and this is the nosiest place ever. Garbage trucks run M-F starting as early as 5:45am. People drive through the parking lot at excessive speeds. Neighbors are constantly shouting, banging doors and cabinets, not to mention that someone is always honking their horns for another resident or blasting their music from their car. The VTA comes every 15 minutes with their lovely dinging noise. Mold is prevalent. Stray cats everywhere (keeps the mice away), but gross. Nothing is ever fixed - just painted white. If you like paying a high PG&E bill then you will love living here. Once I received a bill close to $150 and I had PG&E review my usage and I hadn't done anything different, but because the heating system never really turns off and the thermostat is not accurate I would constantly have a high bill in the winter months. Keep in mind the 3 bedrooms are only 600 sq ft. No closet space. No storage space. Shopping carts left everywhere. People dump their mail on the ground even if the garbage can is right there.

The property is landscaped which is nice, and the floor plan is creative but that's about it. And someone already mentioned this but management is never there except on the first, which conveniently is the day your rent is due.

Noise level could probably be avoided if you choose an apartment on the inside but then again the walls are thin so you wont escape the slamming laundry door. You do get your deposit (no questions) if you live there for 2 years and this is a rent control apartment so your rent won't go up drastically from year to year (if it goes up). This place has deteriorated, but I've seen worse apartment complexes. The area is relatively safe and walking distance to Pruneyard. It just depends on whats important to you.
