New management improved, but that doesn't fix the cheap construction

We moved in just before the management changed hands, and there is a major positive difference in the responsiveness of the new management company. Before, there was only one person in the office at a time and if she was out showing properties, nobody was there to answer calls and they didn't have voicemail for you to leave a message about your problem. They were nice enough, but overextended and couldn't handle the demand. Now, there are always 3-4 people in the office and someone always answers. Some individuals are better than others at solving your problems.
HOWEVER, we've noticed a lot of evidence of cheap construction since we moved in (not obvious when we toured the place). There are no level walls or true 90-degree corners, you can see cracks in the exterior walls due to shifts in foundations, and the top-floor balconies have standing water because the balconies do not slant properly toward the drains. This place shows problems that shouldn't be problems if it's really only 7 years old like the leasing consultant said. The interior walls and floors are so thin - even though we live on the top floor, we have to walk on eggshells because our neighbors below can hear everything even at normal sound levels.
The most horrifying thing we discovered upon move-in was ROACHES. We have a feeling this was a problem because the previous tenants were dirty, but the fact is that they're here now and they're all the way to the top floor. The exterminator sprayed our kitchen and we don't see them anymore but my fear is that they've just temporarily moved to our neighbors for a while, since cockroaches don't really go away without whole-building extermination.
Maintenance is hit-or-miss. They promise a 24-hour response time to your call, but if it's anything more complicated than a changed light bulb you won't hear from them until a weekday. Follow-up is nonexistent.
The good thing about this complex is that they will give you TWO underground parking spaces if you rent a two-bedroom apartment. That's unheard of with other complexes! I haven't seen any problems in our garage, but I can understand that it's not considered secure.
