Sounds like it's changed a lot, but I didn't feel safe before either

I lived there for 5 years on the 3rd floor. Summers were dangerously hot, as everyone else's heat came to me, and there was no air conditioning. Winters were nice for the same reason; I could turn off my heat and let the neighbors pay to heat my place.
I believe the manager I had was the first one there. I had very little problem with her, except I thought it was a little rude of her to smirk when I got scared by a drunk screaming for the police and night patrol the night before. She acted like I was making a big deal out of nothing, when in truth, I'd had no idea what had been happening, and if it was really serious.
I often didn't feel safe in the area. I would hear screams in the parking lot at night, often followed by phrases like, "Make him stop!" I heard a lot of blasts that sounded more like gunshots than cars backfiring. A "lady" in the building across from me was always screaming at her husband and son, both named Darrell. Didn't matter what time of night it was - if she wanted to ask him something and he was in the parking lot, she'd go out on the balcony and scream for him. Most of her screaming was swearing at him.
A lot of the noise came from the college. Football games on Friday night followed by track meets on Saturday morning. The sound of the band, whistles, screaming fans, etc.
Someone downstairs from me would burn toast at 3:00 a.m. and set off the smoke alarm regularly. They were also out grilling steaks at that time. That stopped when the (then) manager talked to them.
It seems there have been several managers since I left. I thought they had done a major face-lift on the building right after I got out, but it sounds like it wasn't maintained in owner and management changes. I'm sure it was owned by Trust Properties when I was there.
There was a giant hole in one of the upstairs hallway floors, which I could feel as the carpet went down when I stepped on it. I could tell when I went off the edges and back up on the other side.
One thing that did bug me about the people who were in the office when I left, (different from when I started) is that they kept a large portion of my deposit, even though I worked late into the night to clean the place. They wanted me to remove all of the switchplates and outlet covers and soak them in soapy water. Just what part is THEIR job besides collecting rent' I've NEVER had anyplace tell me to go that far with the cleaning.
I've always wondered if they still had the same maintenence staff. They were all old men when I was there, and I didn't think they'd still be alive. I do know that the night patrol guy died while I was there, and his daughter who used to work with him still did some of that work, possibly with her husband. At that time, you could call in to the office any time of the night, and they would check the machine every fifteen minutes after driving around the grounds. They always got back to me promptly. It sounds as if things have fallen drastically since I was there; I never had infestations of roaches or rodents.
I suppose the management didn't like it when I sued them after falling in a pile of soapsuds in the laundry room, but their floor drains had been throwing up ever since I moved in. This accident occured in 1985, and my left knee is still messed up, after much treatment and surgery.

This is the daughter of the night patrol guy, I moved away in 1988, I always feel bad when I read the way the complex is now. I truly miss the way it was.

Vicki? I noticed you had posted an earlier response, so I knew you weren't there anymore. I only know how it was when I was there, and as you can see, I did have a few issues with the place then. But I always noticed how on-the-ball you and your dad were about responding to calls. It just seems to have turned into a real slum since that time, much more so than the things I knew about which were mostly a matter of having old buildings.
