Nice landscape, newer appliances and relatively quiet accept when someone slams their door or cabinets. Parking not so great but the overall price of apartment is affordable. The dishwasher as the person mentioned below I've never heard. And by the way, the cut off time is 10pm I believe. Quiet hours are before 8:00am and after 10:00pm.
The property manager is very nice. Regarding smoke, well, I am a non-smoker, I live on the first floor in the 998 building. Smoke actually comes into my apartment. It's horrible. One day I went over to the 2nd building (996) and noticed that I could not smell any smoke at all. That building seemed fresher and cleaner.
I think there are places that are better insulated so you don't have to breathe in other people's toxic smoke so I would not recommend for that reason. The economy is not good right now, gas prices are high and apartment rents are sky high so I would only recommend it as an affordable place to live short term. I am concerned about the 2nd hand smoke exposure. It would not be so bad if you didn't smell it in the halls and in your apartment.
