Although the writer doesn't state details, I would concur from my own experience. Town Park Villas is a quiet place, pleasing to look at for the most part, but underneath this exterior lies a totally unprofessional, and generally uncaring, organization. The new apartments are beautiful, the older ones, well, old and poorly maintained. The ceiling in our bedroom is cracking around the periphery of the room due to maintenance members walking on the roof. They are always on the roof in order to free up clogged drains. Dishwasher and washing machine water comes out into the tub. The walls are paper thin (and no doubt without insulation) and so we must hear the sounds stemming from the apartments next door. In our case, we must also put up with second-hand smoke coming from the apartment behind us. As for quality of workmanship, terrible. Caulking around the tub could have been done better by a five year old. I had to nail a stile back in place on our kitchen sink because it was sliced into in order to make a dishwasher. The dishwasher was never secured and moved within the space. In five years, no one has offered to repaint or shampoo the carpet or perform any other kind of courtesy which I think proper. As for the office staff, there are some members that seem nice enough, but I suspect that upper management is something else entirely. An example: after 5 or 6 years of living here and paying our rent on time throughout this period, I received a letter just two days ago entitled "THREE DAY NOTICE TO PAY OR QUIT." because they did not receive rent payment which is generally mailed to them on the 20th of each month from Wells Fargo. This allows plenty of time for them to receive it by the 1st of each month. The letter is an ugly one, extremely threatening, and I am told to hand deliver a money order or cashier's check within three days of receiving this notification. Incidently, the letter was dropped through the mail slot of the front door on the 6th of November. A simple phone call could have resolved this issue, and that's the shame of it. I called Wells Fargo and asked them to check into the situation and explain why the check did not go out this month and to call Town Park Villas with an explanation of the same. They did so and claimed responsbility. In the meantime, I will be leaving a personal check at their office with a personal letter of this nature. Once, again, it's all about management, their overall character, outlook and practices.

My friend and I have lived in an apartment at Mill Creek in Vista, CA, also managed by Willmark, for some five years now. In that time Willmark has "blessed" us with two on-site Managers, one of whom was fired for being drunk and doing drugs on the job and the other is spiteful and childish to tenants she doesn't like or who challenge her iron-clad rule. Her most recent act was to hire two of her friends to clean the gutters. They worked on the roof without the safety measures the law requires and instead of vacuuming up the debris like professionals, blew dust and possibly-harmful pollutants all over the place. The same woman once allowed her friend to let her cats out on her ba;cony and when my friend's allergies flared up as a result, made him get a note from his doctor before enforcing the cats-are-not-to-be-outside rule. Corporate Management has seemed okay, but I can relate to the above reviews and easily believe off-site Management is the source of some of our similar experiences here -- like "Pay or Quit" notices.
