Me and two friends moved in a month ago and have been enjoying it quite a bit. The concrete walls are truly impressive - despite being half a block from CalTrain/downtown and in a fairly large apartment building, it's superbly quiet inside. The apartment is large (1900sf) and nicely divided up. The bedrooms can all fit California Kings and the carpeting and walls are all white. The fixtures are in fine shape. The kitchen is nice - too bad about the stovetops being electric and not gas, but otherwise excellent. One of the nicest features is a balcony that extends the full width of the apartment and has entrances from all the common areas and bedrooms - it gives a spectacular feel of luxury.
Parking is an extra $50/mo/spot. TV and Internet service are not included, but all other utilities (heat, electricity, water, garbage, pool, facilities) are. We got the first month free in exchange for signing a 12-month lease.
Cons - parking for guests can be complicated on weekends: you can get a guest pass or two from security for the belowground parking lot, but street parking can be a challenge sometimes. The workout / social room on the second floor is kind of awkward and the TV has apparently been broken for ages with no real intent to repair.
Overall - a great spot near all the action in downtown San Mateo. Quiet, nice, affordable (if splitting with roommates). I'm very happy here.
