Becoming Somewhat "Ghetto"

We've lived for two years here, and I'm sorry to say, this community is on the decline (read: turning "ghetto").
1) Newer tenants are unruly and loud. You can often hear loud music going into the wee hours of the morning. They park where they are not supposed to, throw trash on the grounds, leave the laundry rooms a mess, etc. etc. (Note: There was a problem here about a year ago with tenants/visitors drinking and urinating in public that prompted the management to hire security to patrol 2x a day. That fixed the immediate problem back then, but lately it's getting bad again. Not sure if security still patrols.)
2) Good luck finding a parking spot if you come home anytime after 6p.
3) The building we live in was built in the 1940's, and it shows. The paint is 1/8" in several areas, the fixtures are old and there is popcorn on most of the ceilings. The maintenance guy is sweet and nice, but really slow at getting things done. It took him 2 months to come fix a leaking faucet. He's had to come work on the same problem several times. Drainage is terrible. Our tub and toilet back up often.
4) Mold is a big problem. We've done what we could to keep it in control on the surface, but it's a lot of work and we believe it's a serious underlying problem.
5) There's a common area out back that does not drain properly, so when it rains, it floods. We try not to use our back door at those times because we'd just step down into inches of water.
6) I see the gardners come out every week, but I don't really see the benefits. They make a lot of noise with their equipment, but when you really watch them, they're not doing a whole lot. Some trees and bushes are infested with bugs, littered with trash and covered with spider webs. Some trees are diseased, infested and dying, and all the gardners do is water them excessively. (I think they think the trees are underwatered, but really, they're diseased and infested with bugs.)
7) The laundry room near our building is too small and filthy (you don't want to drop any items on the floor otherwise you'll have to rewash them), and some of the washers and dryers are unreliable. I've ruined a few loads because a washer set on COLD, dispensed HOT water instead. I've lost laundry money on machines that don't work properly. Also, I've had to walk clear across the grounds to the other side of the complex to use the other laundry room because the one nearest ours is too busy.
There are some nice things about living here. We're not too far from the ocean, we get nice ocean breezes, and we have a sliver of a view of the harbor from the upstairs bedroom. Is that worth all the other shortcomings' Not sure. AD2Hw9Wn8Umb3NN1w1jt
