No security and no cleanliness

This is one of the worst places I ever rented from. Tenants are constantly smoking in the back parking lot and driving in at 2pm, 3pm, and many hours of the morning blaring radios loud.
When I first moved in I would walk by the laundry room (it is located underneath my apartment and next to the parking lot), and the door was always open (it was supposed to be locked), and you could see used condoms lying on the floor on any given morning.
On weekends, tenants hang out near the quiet tenants apartments partying. Everytime I put in a request to have something fixed a different "on-site" person shows up' One time, I put in a request to have my light bulb replaced and a man with dark hair showed up and said he would come back to fix it and never showed up again' Did he work for the property management company' I wouldn't know because I am never notified when an employee change takes place, and I am never introduced to the new staff who seems to keep moving into the complex (there is some new on-site blond maintenance person I never knew about, he just was living her one day').
The property management company does not have this property listed on their website, so their is no way of contacting them unless you call them. I did, and was told by the old manager not to bug them. BTW, this manager is (supposedly) leaving and a new one has taken his place, but, the old one is still living on-site' When you would contact the old manager about the smoking violations, he would just say "well, there's nothing I can do about it." He may be right because the owners do not have any night security or anyone else who watches the property at nightime (not even security cameras).
There are never any signs posted with the (supposed) rules of the complex. The tenants who break the rules(smoking near the complex and not 50 feet away, letting their injured dogs walk off-leash as they are growling at other tenants, partying after 10pm, shopping carts on the curb in front of the complex) are never dealt with, and in fact continue to do these things (just drive by the place at night or around 7-8am). I have thought about taking pictures around the complex and uploading them onto a website I will link to my review, just so you can see some visuals. In fact, In the future I will do that.
I am waiting to see how the new manager takes care of the place but at this point, I am not too hopeful and have started to plan to move.
