Rising water Bill

Years at this apartment: 2007 - 2009
 
Utility bill (Water, trash, sewage) has gone up 15-20% for last month (september). This may be related to poor occupancy at this place (because the entire bill is divided between current residents). This has happened to many buildings across community. We called the leasing office and all they do is explain the formula..no use.
