Old tenents dont get good rates

Years at this apartment: 2001 - 2002
 
I lived here for 9 months with my roommates. When I moved in I got a decent rate. But after that when I tried to move to different apartment, the rate they quoted was quite high.
After every contract renewal the price goes high and never down or stay at the same rate.
Some of my friends moved in 1300 and ended up paying 1500. They know the mentality of the tenants that moving out is quite difficult and they cash in with that.
