Poor Management, car thieves

We lived in this apartment in 2004. The management was nice up until you move in. Then they don't look at you or talk to you any more.
After you move out, they take the deposit money. I only lived there for six month and was always away. I did not mess anything up.
Also, there were several car break ins several weekends in a row. Each time there were about 5 to 7 cars that were broken into.
The apartment is one of the pricy ones in Stockton, CA. I was expecting a lot but I came out disappointed.
