I liked the complex

Years at this apartment: 1999 - 1999
 
I lived in this complex for a while, and liked the apartment and grounds. In general it was very quiet. However, I was cursed with a neighbor who asserted that "you can call the cops, but I'm not turning it down" and the management didn't seem very sympathetic, so I had to flee.

Some of my 3's below actually mean "I do'nt know the answer to this question"
