First, the complex is older than you indicate. I was one of the original residents and it was built in 1980, not 1982.

I saw a distinct decline when the original property management company owners sold it to another - from almost every aspect -- management, maintenance, etc. In particular, lights were often out all over the property and unless I reported it, nothing was ever done. No one seems to inspect. The laundrey rooms were often very dirty and the equipment often disfunctional. Again, unless it was reported, no one seemed to know about it.
