Noisy! expensive! but nice

I am moving out.
The noise here is incredible, at all hours, people horning on the parking slots or shouting at each other across the road from appartments.
The rents were OK but they have not dropped like the rest of the bay, so what was an OK deal is now a bad deal.
The pool was closed for 3 weeks in june and again recently with no indemnities or discount to renters.
Appartments are nice, but appliances are old and not working very well.
